The BMCL is a mitigation class licence that allows a registered ecological consultant to carry out licensed works on certain low impact bat roosts. Natural England introduced this licence to provide a more efficient and proportionate approach to licensing in situations where the impact on bats would be low and easily mitigated, but where a licence would be required due to all species of bats being legally protected.
